Mission Statement

The mission of the RFI group is to provide the best possible access to the radio spectrum for observers.

Strategies for RFI Management

Prevention

• NRQZ
  • Provide preliminary and permanent transmitter evaluations
  • Provide informal technical guidance to applicants in order to arrive at mutually acceptable solutions
  • Provide review and comment on formal applications
  • Coordination with Amateur Radio Operators
• WVRAZ
  • RFI/EPO Collaboration PR Efforts
  • Perform technical evaluations and develop preventative strategies for potential interference sources
• GB SITE
  • Coordination with Evers MOA and other airspace users
  • Solicit voluntary coodination with emitters not covered by the provisions of the NRQZ or the WVRAZ
  • Provide users with spectral occupancy information and coordination possibilities where possible (Monitoring and RFIdatabase)
  • Educate our Staff Members and non-EPO site visitors about Site RFI Policy
  • Ensure that EPO communicates Site RFI Policy effectively to the visitors they attract to the site * Support EPO activities by providing tours, lectures, etc. on request
  • Perform technical evaluations and mitigation for on-site equipment

Identification

• Investigate RFI reports
• Monitor the Spectrum (all zones) * Develop/Improve Monitoring Capability * Pursue sources of equipment and support (all zones)
• Mobile RFI direction finding both on and off site
• Database searching
• Pursue outside contacts and other NRAO site contacts for information

Mitigation

• NRQZ
  • Investigate and correct violations of coordinated limits
  • Investigate and correct failures to coordinate
• WVRAZ
  • Address interference issues under the provisions of the WVRAZA
• GB SITE
  • Purge Zone 1 of non-compliant equipment
  • Determine an approach to ridding Zone 2 of non-compliant equipment * leaseholder meeting

Excision

• Support excision research efforts

Priorities

Rationale

1) The NRQZ is an irreplacable resource that should be maintained, regardless of past or present use.

2) Protecting the scientific data from harmful interference is the reason for our group's existence. Since this depends upon use, it is relegated to priority #2. Our effectiveness in this area depends upon both proactive mitigation efforts and retroactive mitigation efforts. Proactive measures include development of site policy and correcting conditions on site to comply with that policy, and providing observers with quality information about the RFI environment, so they can plan their observations around what can't be mitigated. Retroactive measures include RFI identification and mitigation.

• 2A) Much of the work we do in the preventative mode gains little visibility, or is perceived negatively when it does gain visibility. However, the proactive approach is the best and most effective way to deal with RFI; obervations are generally over by the time any retroactive mitigation measures are accomplished. (NRQZ, WVRAZA, GB Site Policy, Site Mitigation Efforts)
• 2B) Observers' perception of our group's effectiveness is more directly linked to our effectiveness in retroactive mode than proactive mode. By providing them with better quality information about the RFI environment than we have in the past, it is hoped that our efforts in proactive mode will gain higher visibility.

3) The Green Bank Site needs to be in spotless compliance with our own policies before we require the community to comply.
