TELESCOPE OPERATIONS

3. Upon arrival at the site, one of those listed above will act as coordinator and determine the nature of the problem. If the problem is found to be a commercial power failure, the following steps should be taken:

• Rusty Taylor (or designated person) will contact Allegheny Power Company. No one else should call; an off-site failure must be confirmed prior to notifying the power company. Toll Free - day or night: 1-800-255-3443. They will:

• • Notify them of the problem.
  • Request any information they may have as to when the power will be available.
  • Request them to call when the service is restored (remember to give them the phone number to call).

• Advise GBT Operator (2341/2346/2187/3420/2182) of the problem and give them all the information available.

4. If power failure is the result of accident, fire, disaster, etc., notify Johnny Samples (2215, home 636-2725) or alternate, Jody Bolyard (2223, home 456-5345).

5. From this point on the action taken will have to be determined by the coordinator. All personnel should carry portable radios, or be in radio contact.

6. Computers systems and network servers will likely go down depending on UPS or backup power generator and will need to be restarted once commercial power is reestablished. Therefore, the fiscal and computer divisions must be contacted, as follows:

• Chuck Beverage (2228, home 799-4393)
• Chris Clark (2201, home 456-5582). If not available, call
• Wolfgang Baudler (2267, home 456-5025)

7. In the event of a known extended power outage, the following steps should be taken:

• The GBT should auto-stow or be manually stowed. The 43meter and 45ft (and any other telescopes in use) should be stowed. Emergency generators will be put into operation by the electricians/mechanics and the telescopes will be run to stow by the Telescope Operations Group as necessary.

• An emergency generator will be taken to the Jansky lab and put into operation by the electricians/mechanics to run the telephone equipment. The emergency generator for the Lab Addition should automatically start and proper operation will be checked by the electricians/mechanics. The changeover in the telephone room should be done by the following, who should be called by the coordinator:

• • Telephone Equipment: Rusty Taylor (456-3125). The telephone equipment cannot last more than 1½ hours on battery backup. Therefore, for any extended outage a generator must be hooked up and started.

• • The Residence Hall generator will be put into operation by a mechanic and an electrician. The mechanic will monitor this unit regularly.

• • Emergency power for the GBT and other telescopes will be handled by telescope operations division. Maintenance personnel will check generator fuel levels frequently.

• • Hook-ups are also established at the warehouse and works area building for heating purposes only. If needed, these will be handled by the electricians/mechanics.

8. Since a power outage may occur during severe rain, the generators at the Interferometer Control Building and 43meter telescope must be started as soon as possible in order to protect the HVAC systems, etc., from flooding. Notify Pete Chestnut (457-4457) or secondly Rusty Taylor (456-3125) so that the sump pumps may be switched over to generator power.

9. Upon restoration of power, the operator is to check GPS and 1PPS logs to assure that the clocks are okay. If not okay, call:

• John Ford (456-4491). If not available, call:
• Frank Ghigo (456-3298) or
• Jason Ray (456-5000)

The restoration of power to the site should be the responsibility of the coordinator and the site electrician.
