Update IRC/Fits with new Bias board address.
Worked on determining why upenn GUI was sending incorrect data to IRC/Fits writer. We did determine the problem, but fixing it requires small code changes (which were done in my local area) but also requires Simon to not use older scripts. These scripts are used to sync up the hardware to known saved parameters and Simon felt that the the overhead in duplicating these scripts without the old values was not worth it. This problem should be fixed after observing runs and Simon has more time to re init his saved xml files.
